Human Resources Specialist

JOB SUMMARY

Position supports the Human Resources Business Partner in the areas of Recruitment, Selection and Orientation of Plant Employees, Benefits Administration, Communication Programs, Labor/Employee Relations, Affirmative Action, Training, Supervisor and Hourly Development, Community Relations, and Human Resources Administration.

NATURE AND SCOPE

Position reports directly to the Human Resources Business Partner, who, in turn, reports to the Plant Manager. The incumbent works closely with the Human Resources Business Partner in carrying out the goals of the department utilizing effective continuous improvement techniques.  Position supervises plant Training Coordinator.

The incumbent must possess a high level of Human Resource knowledge, organizational and communication skills, as well as computer proficiency to be able to effectively perform in a fast paced environment and interact with individuals from varying work disciplines and variety of cultural backgrounds.

The incumbent will lead EEOC Affirmative Action programs and be responsible for employee relations ongoing at the plant under the direction of the Human Resources Business Partner, Plant Manager, and functional Managers within the Corporate Human Resources Department.

The incumbent acts as the Human Resources Representative in the administration of Company policies and procedures, including benefits administration, employee relations, and communication programs.

SPECIFIC RESPONSIBILITIES

Employment/Recruitment

  • Directs scheduling function and ensures proper number of employees within each classification and department.
  • Facilitates all aspects of Hourly Employee hiring while meeting legal requirements and company objectives.
  • Assists with all aspects of Salaried Employee hiring while meeting legal requirements and company objectives.
  • Establishes effective sources for qualified candidates.
  • Develops and presents new employee orientation.
  • Conduct exit interviews. Analyze data and make recommendations to the management team for continuous improvement.

Training

  • Support the development and / or introduction of new or revised handbooks, policies, SOPs, job descriptions, programs, etc.
  • Partner with the Training Coordinator, HRBP and plant Leadership team to identify training needs. Resource or develop and present training solutions that develop the organization.

Benefits

Oversees the administration of employee benefits and STD claims management.

Unemployment Compensation

  • Prepares cases for presentation at State Unemployment Compensation hearings.
  • Assists Human Resource Business Partner in developing and maintaining an effective Unemployment Compensation Program.

EEO/AAP

  • Assists in documentation relative to efforts of the plant to provide a place of employment which recognizes the need for Affirmative Action for females, minorities, disabled individuals, and veterans, as well as employment free of all practices and forms of discrimination.
  • Prepare annual Affirmative Action Plan for the plant that meets Federal laws and guidelines.
  • Coordinate Employee education and training regarding Equal Employment Opportunity and Company Affirmative Action objectives.
  • Investigate and report incidents of alleged discrimination and/or harassment within the plant, making recommendations to the Human Resource Business Partner.
  • Prepare documentation necessary for submission by the Company for requesting Government Agencies.

Employee Relations

  1. Maintain an effective employee climate through research of grievances and administration of the Employee Handbook.
  2. Prepare proposals for annual wage, benefit and policy updates.
  3. Assist in maintaining a nonunion environment by developing a communications network that enables employees to resolve issues.
  4. Lead the Employee Recognition Team.

Communication Programs

  • Develop and create effective communication programs including newsletter, orientation materials and bulletin board notices.
  • Provide resource to management in effective department meetings.
  • Represent the Company within the community by serving on local committees, participating in city fund raising programs, etc.

HRIS/Other Company Systems

  • SME (Subject Matter Expert) on all electronic/technology used within the HR Department.
  • Ability to train and support other on electronic/technology used within the HR Department.

QUALIFICATIONS

Position requires a BA degree in Human Resources, Communications, or related field with 5 years Human Resources experience in areas of recruitment, benefits, compensation, communications and employee relations.  Demonstrated verbal and written communications skills to develop newsletter and interact with employees and management at all levels.  Excellent organization, coordination and project management skills are necessary to balance multiple priorities in a fast paced, dynamic environment.  Proficiency in MS Word, Excel, PowerPoint, and HRIS systems is important.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

While performing the duties of this job, the employee frequently works near moving mechanical parts. The employee is occasionally exposed to fumes or airborne particles, extreme heat, and vibration.

The noise level in the work environment is usually moderate and will be loud in the plant.
